The Education Assistance Loan Program (EALP) is operated under
the auspices of the Non Public Property (NPP) Board of Directors
of the Canadian Forces. The amount of funds available to support
the program is established by the Board on an annual basis. Consequently,
the size of the loans made under the program is limited by the
amount of funds available. In addition, consideration for a loan
is contingent upon the applicant meeting specified criteria.
Aim
The aim of the Education Assistance Loan Program is to encourage
and assist members, former members and recognized dependents of
the Canadian Forces, Regular Component, in obtaining post-secondary
education.
Loan
Loans are made to and repaid by the applicant.
A loan is awarded only for the current scholastic year in the
amounts as determined annually. There is no limit on the number
of applications per family; however, there is a lifetime maximum
of $16, 000 per student. There must be only one applicant per
student and there can be only one loan per student in any 12 month
period.
Loans are payable to the applicant by direct deposit.
Repayment
Successful loan applicants will be required to repay the loan
over 12, 24, 36 or 48 months in monthly instalments. When a subsequent
loan is approved for the same student, the CFPAF will combine
the principal balances of both loans, repayable over the term
of the new loan, at a harmonized rate. Effective 1 June 2003,
the interest rate
on education loans was increased by the NPP Board of Directors
from 2% to 3% and a new loan will no longer be subject to deferred
payments while an outstanding loan balance is in effect.
Repayment by serving members will be made by monthly pay allotment.
Repayment by former members will be made by pre-authorized debit.
(Payment by postdated cheques may be arranged if payment by pre-authorized
debit is not possible).
The loan repayment will commence the month following the issuance of funds.

In order to be eligible for a loan under this program ALL
of the following criteria must be met:
a. the applicant must have served in the Canadian Army, Regular,
after 1 October 1946, or have one year service in the Canadian
Forces, Regular Component, or be the widow/widower/dependent
of a former member with service as mentioned above;
b. the applicant must be capable of repaying the loan without
imposing personal financial distress and/or compromising the
security of CFPAF assets; and
c. the student for whom the funds will be used must be registered
in a full-time program at a recognized post-secondary institution
or an adult re-training centre. CF subsidized programs, such
as UTPNCM, ROTP, etc., are not qualifying programs for an
EALP loan.

Report the expected "gross annual income" of the
household for the current year. Provide copies for a full month
of pay and/or pension stubs for your spouse. Former members,
provide copies of pay and pension stubs for your own income.
Please note: T4 Slips and/or Tax Assessments are not
acceptable as proof of income, with the exception of those who
are self-employed after a full month.

Other factors: you may wish to include extraordinary factors
that impact upon your ability to repay a loan, such as medical
problems, disabilities, divorce, free room and board, etc.

Dependents Defined
Definition of Dependent: The word "dependent" means
spouses, widows/widowers, children and grandchildren up to the
age of 18 years, each of whom are, or were, dependent upon the
earnings of an eligible member or former member. In addition,
children over the age 18 who have been in continuous, full-time
attendance at college/university or vocational training, may
be classed as dependents up to the age of 27.
Spouses who have remarried, children who have left school and
entered the work force, children who have married, children
who have reached the age of 27, regardless of whether they have
remained students, are not considered to be dependents.
